Russia Warns US Sanctions Could Complicate Ukraine Peace Deal
Russia has warned that new U.S. sanctions could make efforts to reach a peace agreement in Ukraine more difficult, as a sweeping sanctions bill targeting Moscow moves toward President Donald Trump for final approval.
The Kremlin issued the warning on September 17, a day after the U.S. House of Representatives approved legislation designed to increase economic pressure on Russia over its war in Ukraine. The bill passed by 262 votes to 159 and was sent to Trump for his signature. It had already cleared the U.S. Senate in August with an 86-11 vote.
Kremlin spokesman Dmitry Peskov said Moscow was monitoring the legislation and described additional U.S. sanctions as an unfriendly action. He said further sanctions would complicate efforts to find a peaceful settlement in Ukraine.
The legislation, known as the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, is designed to put additional pressure on Russia's energy and defense sectors. It also targets Russian officials, financial institutions and the country's so-called shadow fleet of tankers used to move oil while avoiding existing sanctions. The broader aim is to reduce revenue available to Moscow to finance the war.
One of the bill's most significant provisions would give Trump authority to impose tariffs of up to 100% on goods from countries that knowingly purchase Russian crude oil or natural gas. The measure also covers countries identified as major facilitators of Russian oil sanctions evasion. The legislation provides for a review of potentially affected countries every 180 days.
China and India are among the countries that could face pressure under the tariff provisions because of their purchases of Russian energy. India has warned that possible U.S. measures over Russian oil purchases could affect relations with Washington.
The bill also extends the Iran Sanctions Act through 2031, adding another element to the legislation beyond its Russia-related measures.
The dispute comes as U.S.-mediated efforts to end the Ukraine war remain stalled after months without a final peace agreement. Earlier in September, President Donald Trump sent two envoys to Moscow and Kyiv in an effort to revive the diplomatic process. The Kremlin's latest warning indicates that Moscow sees additional economic pressure as a factor that could complicate those negotiations.
The House vote represents a major new step in U.S. efforts to increase pressure on Russia. However, the measures described in the legislation were not yet fully in force as of September 17 because the bill was still awaiting Trump's signature.
For Russia, the proposed sanctions represent another potential restriction on energy revenues and international trade. For the United States, the legislation provides additional tools to pressure Moscow and countries that continue buying Russian energy. The effect of those measures on the Ukraine peace process will depend in part on how the law is implemented and how Russia and other affected countries respond.
