Marco Rubio Urges Russia and Ukraine to End War as Trump-Putin-Xi Summit Talks Emerge

U.S. Secretary of State Marco Rubio has urged Russia and Ukraine to focus on ending their four-year war, warning that the conflict carries serious risks of escalation and could spread to neighbouring countries. Speaking to reporters in Samarkand, Uzbekistan, on October 19, 2026, Rubio reiterated President Donald Trump's goal of bringing the war to an end through diplomatic efforts, while confirming that discussions about a possible meeting involving Trump, Russian President Vladimir Putin and Chinese President Xi Jinping had taken place. However, he said he did not know whether the proposed meeting had been finalised.

The potential three-way meeting has drawn attention as Washington continues its efforts to broker a peace agreement between Moscow and Kyiv. According to reports, the proposed summit could provide an opportunity to discuss a possible settlement, although the participants have yet to confirm a final arrangement. Rubio said Trump had made his position clear, adding that the United States wanted the war between Russia and Ukraine to end.

Rubio warned that the conflict was creating substantial risks beyond the battlefield. He said the United States saw little positive outcome from the war and remained concerned about the possibility of escalation. He highlighted the danger of sabotage incidents and drones crossing international borders after being affected by electronic warfare. Such incidents, he cautioned, could draw neighbouring countries into a wider confrontation and increase regional instability.

The Trump administration has been pursuing diplomatic efforts to bring Russia and Ukraine to the negotiating table. Trump recently announced a diesel import deal with Russia and eased some sanctions on Moscow, arguing that the measures would help keep the Kremlin engaged in negotiations. The decisions have attracted criticism from Ukrainian President Volodymyr Zelenskiy, who has raised concerns about Washington's approach to relations with Russia while the war continues.

The diplomatic developments come amid continued Russian attacks on Ukrainian territory. A Russian air strike on Kyiv overnight killed a woman, struck a subway station and damaged a 25-storey residential building, according to city authorities. The attack also damaged other buildings and a medical facility, while three people were reported injured in the capital. The incident highlighted the security challenges facing Ukraine as international efforts to secure a settlement continue.

Rubio made his remarks during a visit to Uzbekistan, where he arrived in Samarkand on Sunday night to meet officials from the C5+1 grouping. The diplomatic framework brings together the United States and five Central Asian countries: Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan. All five countries are Muslim-majority states that were formerly part of the Soviet Union. Trump hosted the leaders of the five Central Asian nations at the White House in November 2025, underlining Washington's engagement with the region.

The latest developments leave several important questions unanswered, including whether Trump, Putin and Xi will hold a formal summit and whether diplomatic pressure can produce an agreement acceptable to both Russia and Ukraine. For now, the United States continues to present negotiations as a path towards ending the conflict, while Russian military strikes and disagreements over Washington's approach remain significant obstacles to a settlement.
